The Chrome Web Store has some of the strictest data rules of any distribution platform. Under the Developer Program Policies' User Data privacy requirements, any extension that handles user data — browsing history, website content, form inputs, authentication data, or personal communications — must post an accurate privacy policy: you add the link in the privacy tab of the Chrome Web Store Developer Dashboard, and it must actually describe how your extension collects, uses, and shares that data.

“Handling user data” is broader than developers expect.
